Pueblo School District 60 Board Approves Right-Serving Plan  to Strengthen Schools and Reimagine the Future

​The Pueblo School District 60 Board of Education has taken a decisive step toward a strong, sustainable future by approving a comprehensive right-serving plan designed to expand educational opportunities, strengthen innovative programming, and maximize available resources.

The plan reflects the district’s commitment to becoming a destination district—one that delivers high-quality learning experiences while thoughtfully responding to our significantly underutilized school buildings across our school district.

According to Dr. Barbara Kimzey, D60’s Superintendent “this plan is about more than right-sizing buildings, it’s about right-serving students—ensuring every child has access to powerful learning opportunities, strong support systems, and vibrant school communities.”

Decision Framework was key

The plan was driven by a Decision Framework crafted with community input and finalized by the Superintendent’s Advisory Steering Committee. The Decision Framework was centered around values, primary criteria, Board policy, and contextual factors.

A Vision Focused on Students and Community

At the heart of the right-serving plan is a clear focus on student success and neighborhood connection. The plan’s priorities are multi-fold:

  • Create anchor community schools with community resource centers
  • Provide high quality, full-day preschool
  • Increase student access to STREAM instructional programming
  • Expand high-quality learning options for secondary students
  • Provide an additional rigorous middle school in the growing northwest section of our city
  • Ensure high-quality Exceptional Student Services programming
  • Realign school boundaries to reflect and strengthen neighborhood communities

Strategic Mergers to Expand Opportunity

To maximize staffing, space, and educational offerings, the plan includes several strategic school mergers across the district:

  • Bradford will merge into Park View School of Discovery, expanding access to Park View’s established STREAM magnet programming.
  • Bessemer Academy will merge into Columbian Elementary, where STREAM programming will be introduced.
  • Beulah Heights will merge into Highland Park, where STEM programming will be expanded to STREAM.

In addition, the Hyde Park campus will be transformed into a pre-collegiate middle school for grades 6–8, and will also house D60 Online Middle School. This campus will also serve as a neighborhood community resource hub.

Former school campuses will continue to serve students and families in meaningful ways:

  • Bradford and Heritage will host high-quality, full-day preschool centers staffed by early childhood educators and built around a well-rounded curriculum.
  • The Bessemer Academy and Bradford buildings, along with the Hyde Park campus, will operate as anchor community resource hubs as part of a community schools model.
  • The Beulah Heights building will become a professional development hub for staff.

Supporting Students, Families, and Staff

The district remains committed to supporting every student and staff member impacted by the transition. To support our students transitioning to a new campus, transportation will be provided to ensure students do not have to cross major highways or boulevards, and all transportation services required by Individualized Education Plans (IEPs) will continue.

Whenever possible, staff will follow their students to new campuses, and the district will work to place affected employees within existing schools. Any future workforce reductions are expected to occur primarily through attrition.

The district will continue to provide clear, transparent communication and proactive support for students, staff, and families. In the coming days, staff and families can expect additional information outlining available communication channels for questions and support.

A Thoughtful, Community-Driven Process

The right-serving plan is the result of a deliberate, transparent, and inclusive process that included multiple rounds of community meetings, surveys, robocalls, media outreach, and ongoing communication. Community voices helped shape a holistic plan that balances fiscal responsibility with equitable access to high-quality instructional programming. 

In conclusion, this plan reflects broad and meaningful community and stakeholder input, while adhering to our agreed upon Decision Framework and to accomplishing our goal to strengthen educational opportunities for our students by enhancing innovative programs and optimizing our budgetary and facility resources.
