D60 Facility Condition Index and Capacity

In its essence, a Facility Condition Index is a snapshot score of the current condition or state of a building, determined by the cost of major needed repairs, renewals and upgrades divided by the cost to replace the entire facility.

In District 60, FCI scores for all buildings are tracked via a Master Plan, which additionally offers critical information for each individual school.

Just as inflation and other factors impact property values and the cost of home improvement projects, the cost to make necessary repairs and upgrades to schools continues to rise. And with each passing year, the condition of these aging buildings continues to decline, further impacting the FCI score.

In the District, the average price per square foot to maintain a building has nearly doubled and is now $600 per square foot.

A facility condition index (FCI) is a numerical value that measures how well a building is maintained.

How is it calculated?

The FCI is calculated by dividing the cost of repairs needed by the building's current replacement value.
The FCI is expressed as a percentage. Deferred maintenance divided by the Current Replacement Value.
A new building has an FCI of 0%.

What is it used for?

The FCI is used to support asset management initiatives for federal, state, and local government facilities.
The FCI is used to prioritize renewal spending.
The FCI is used to create detailed forecasts for future planning.

Steps for calculating school capacity

Calculate the maximum capacity for each room type
Multiply the maximum capacity by a loading factor for each room type* - if necessary*
Add the capacities of all room types together to get the gross capacity
Multiply the gross capacity by a utilization factor to get the functional capacity

Utilization factors

For elementary schools, the utilization factor is typically 90%-100%
For middle and high schools, the utilization factor is typically 80%
