Citizens' Bond Advisory Committee (CBAC)

The Citizens’ Bond Advisory Committee (CBAC) consists of seven-to-nine members and is an advisory committee to the Pueblo School District 60 Board of Education with respect to the bond issue supported by voters on November 5, 2019. The committee members were appointed by the District 60 Superintendent on Dec. 10, 2019. The valuable monitoring and reporting provided by the CBAC is intended to provide a high level of accountability and communication on behalf of the Board of Education to the citizens of Pueblo School District 60.
The specific responsibilities of the CBAC are to:
- Actively monitor the status of all Bond Program projectsthrough information provided by district staff and providefeedback as appropriate;
- Participate in scheduled site visits during construction;
- Review with district staff any significant revisions to the masterschedule and the scope and budget of projects;
- Prepare and present quarterly and annual reports to the Boardof Education that represent a consensus of the CBAC membership. Such reports shall review progress on completion of Bond Program projects, expenditures of bond funds, and implementation of ballot language approved by the voters.

Ken Lane, Chair
Prior to retiring in 2018, Ken Lane served for two years as communications director for the Denver District Attorney. Before that he was on the staff of Ken Salazar who served as Colorado Attorney General, U.S. Senator and U.S. Secretary of the Interior. Ken also spent three years in the Office of the Secretary of Defense/Legislative Affairs at The Pentagon, and for nine years with Colorado U.S. Representative/U.S. Senator Ben Nighthorse Campbell. Prior to that time he practiced law in Pueblo.

Matt Trujillo, Vice Chair
Matt Trujillo brings to the advisory committee the experience of being a licensed engineer with nearly 25 years of experience including his current position as director of operations of The Pueblo Board of Water Works. He has been involved in all phases of construction from conceptual layout to project closeout. He helps develop the Board of Water Work’s annual budget of which 25 percent is invested in capital improvements which he oversees.

Deborah Stephans
Following graduation from East High School, Deborah Stephens attended California Luthern College where she earned a B.S. degree in business with a minor in economics. She also attended the highly respected Colorado School of Banking at the University of Colorado.
Throughout Ms. Stephen’s career she has been involved in making or approving financial decisions related to construction and mortgage lending. That career includes positions at Otero Savings and Loan and The Minnequa Bank of Pueblo where she established its construction and mortgage lending departments and Premier Mortgage Services of which she was co-owner.

Mike Donnell
Mike Donnell’s appreciation of the Bond Advisory Committee’s need to communicate its role and progress in monitoring the expenditure of the bond issue funds results from his 40 plus years of media relations, community relations and marketing experience as well as his prior experience as a member of a school board while living in Illinois. His assignments have ranged from providing media relations for community service and not-for profit entities to coordinating investor relations for numerous publicly held companies.

Aaron Suazo
Aaron Suazo graduated from East High School and earned a BS degree in industrial engineering and a masters degree in system engineering. He is currently the maintenance / engineering manager for KMG Electronic Chemicals. In total he has worked in the facilities management field for more than 30 years. In his current position he assists in the oversight of a budget of about $15 million annually and is involved in the management of $10 million in capital improvements each year.

Todd Mihelich
Todd Mihelich is a Pueblo native whose children attend District 60 schools. He is a shareholder in a local CPA firm that performs extensive auditing throughout southern Colorado. He is the shareholder in charge of the firm's government audits as well as the firm's internal quality control.

Public comment at meetings
To leave public comment, fill out the public comment form.
Citizens who want to speak to the Committee are invited to do so during the public comment section of the meeting agenda. A person or representative of a group or organization intending to speak shall be required to sign up on a form provided by the Committee prior to the beginning of the meeting. On the day of the Committee meeting, the sign-up sheet for public comment shall be available in the board room (Arapahoe Room, District 60 Administration Building) between 5:00 and 5:30 p.m. The person signing up shall give the subject to be addressed, his or her name, address and telephone number and if applicable, the group or organization the person represents. The number of speakers is limited to ten.
No person shall be permitted to sign up for another person nor shall anyone be permitted to exchange time or yield time to another. At the beginning of the "public comments" section, speakers will be called by the Committee chair in the order in which they are listed on the sign-in sheet.
The following guidelines shall be observed:
- Speakers shall limit their comments to three minutes, five minutes if the number of speakers is fewer than 5, unless the time limit is waived by a majority vote of the Committee members present.
- No charges or complaints against individual district employees should be made. Such charges or complaints must be sent in writing and signed to the Board or superintendent in accordance with Board policy.
- Remarks that discriminate against anyone or adversely reflect upon the race, color, sex (which includes marital status), sexual orientation, religion, national origin, ancestry, creed, disability or need for special education services shall be considered out of order and may end the speaker’s privilege to address the Committee.
- Defamatory or abusive remarks or profanity shall not be tolerated.
- If more than one person wishes to speak on the same topic, the new speaker shall be limited to providing new information only.
- The Committee members and advisors may ask questions of the speaker to better understand the comments made.
- If the Committee feels further action is necessary, the Committee will consult with the superintendent for appropriate action.
- The Committee shall not take formal action on any concern or request at the time of the speaker's presentation.
